EXCLUSIVE: More than $3 billion dollars in ongoing federal contracts with Garda World
Garda World was awarded a $138 million dollar contract with ICE, and yet the only MP to speak up about it is Heather McPherson
Garda World, a subsidiary of which was awarded a $138 million dollar contract with Immigration and Customs Enforcement (ICE) in August 2025, has several billion dollars in ongoing contracts with the government, many of which were created after the contract with ICE began discussion.
Garda World is helping to create and maintain detention centres for ICE, which are inhumane, aren’t following legal due process, and are detaining children whom they’ve taken from their families. Since January 1st, 7 people have died in ICE detention’s brutal conditions, and 3 American citizens have been shot to death by ICE officers.
Aedan & I have broken down the total contracts being awarded to Garda World through the federal government, and have broken it into several simple graphs. There have been $120 million in contracts that were awarded to them after discussions began with ICE, seeming to indicate that the Liberal government has decided to turn a blind eye to their actions. Greg Noakes helped us build out the data on airport security.
All of these numbers were taken from official sources on government published websites, and are in CAD.
The above data is only contracts that have been awarded after discussions began between Garda and ICE. Below is a chart that shows contracts that began before discussions were being had, but are reaching their conclusions after the Garda World started working with ICE.
The largest 2 partners of Garda World are airport security, and the RCMP. Airports operate under a Government owned, contractor operated (GOCO) model. $2.657 billion dollars in airport security contracts are currently underway in the eastern and central regions of the country, and the contracts are not available on the database. Meanwhile, the other contracts are findable there.
The database is poorly made, with Garda World having several different names, or being misspelled several times, thus potentially confusing people who look up the contracts that were awarded to them. There are many occasions in the official database where it is spelt “Garda Wolrd.” We have not endeavoured to change the spelling in our searchable table here.
We spoke with Heather McPherson’s office. As of today, she is the only Federal MP to have spoken up about the government’s ongoing contracts with Garda World, calling for there to be an end to the government working with a company that is helping in committing state sponsored violence based on racial profiling, as well as an end to contracts with ICE in general.
“I write to you to request the Government of Canada take urgent steps to stop all Canadian government and private contracts with United States Immigration and Customs Enforcement (ICE), part of the Department of Homeland Security (DHS) by denying export permits for military goods, cancelling federal subsidies to companies contracting with ICE, and exploring all available legal mechanisms including sanctions under the Special Economic Measures Act to prohibit such contracts,” she said to Mark Carney’s office in a letter published online.
Canada maintains a robust network of ICE offices in the country in five different cities– Ottawa, Toronto, Montreal, Calgary, and Vancouver. As of the most recent numbers I could find, there are 1300 ICE officers in Canada. On top of that there are, as of this 2017 publication, 2,000 U.S. Border Patrol (USBP) Agents, 4,700 U.S. Customs and Border Protection (CBP) Officers, 310 Agriculture Specialists, 260 CBP Air and Marine (AMO) personnel, 1,300 U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Special Agents, and more than 8,000 United States Coast Guard (USCG) stationed in Canada (News release, DHS)
These offices operate as investigative hubs to stop “threats” before they reach the U.S.
ICE agents who operate in Canada do not possess authority to arrest people. They operate as liaisons and partners with the RCMP, the Border Services Agency (CBSA) and provincial police. They consider Canada to be a border beyond their own and have a partnership with canada called the “Beyond the Border Action Plan” saying that “our physical border with Canada is not the first or last line of defense, but one of many,” (DHS release). This approach is the same regardless of who’s in office at any given time, Democrat or Republican.
We have reached out to Mark Carney’s office, and have not yet received a response. We will update when we do. Below is the email we have sent them.

As of right now, ongoing contracts between the federal government and Garda amount to a total of $3,345,217,603, with $120 million of new contracts being signed after Garda began discussions with ICE.
Considering the current situation south of the border, does the government have plans to move away from these contracts, end them, or stop working with them in the future?
Does the Liberal government have any condemnation of Canadian companies working with ICE?
Is anyone within the Liberal government willing to denounce ICE and Garda world working with them?
Is it worrisome that Garda works so closely with the RCMP and airport security, and could this lead to influences from ICE coming over the border?
Is the government doing anything to get ICE out of the country? As of the last count we have 1300 ICE agents allowed to operate in our borders.

Solid investigaitve breakdown. The $3.3 billion figure really puts the scale in perspective, especially the timing of the $120 million awarded post-ICE discussions. I worked in federal contract analysis for a couple years and that 'GOCO' airport model often creates accountability gaps like this, where public money funds sutff that operates in regulatory grey zones. The database inconsistencies around misspelling Garda makes me wonder if that's intentional obfuscation tbh.
